Guy Cavallo was appointed Chief Information Officer (CIO) of the Office of Personnel Management (OPM) on July 25, 2021. Before becoming the current Federal CIO, Cavallo was named Principal Deputy CIO in September 2020.  As OPM CIO he leads the Agency’s enterprise information technology services for both federal employees and retirees.  He also is leading its modernization program, launching OPM’s major cloud initiative in 2021, which is now in production.  In his federal career he has been awarded the Federal 100 (three times), and the FedScoop 50 award for Federal IT Leadership (four times), and he was also selected as one of the 2022 Best Bosses in Federal IT

Before joining OPM, he previously served as the Deputy Chief Information Officer at the Small Business Administration (SBA). He was a key leader in helping SBA leverage the cloud to quickly implement the CARES Act Payroll Protection Program and the Economic Injury Disaster Loan programs. Those programs distributed over $450B in a short period of time to America’s small businesses and citizens.  

Prior to joining SBA, Mr. Cavallo returned to the federal workforce from the private sector by joining Transportation Security Administration (TSA) as their Executive Director for IT Operations.  At TSA he oversaw the worldwide technology and telecommunications infrastructures, operations, and support for more than 65,000 TSA staff.  He led TSA’s initial cloud implementation and other modernization efforts.  

Before joining TSA, Mr. Cavallo served as a Senior Government Advisor at the Microsoft Corporation for over 9 years.  At Microsoft he assisted government organizations across the US in leveraging technology to modernize and improve the delivery of citizen services.  His largest impact project was as the National Co-Lead on Microsoft’s solution for managing the grant reporting requirements of the American Recovery and Reinvestment Act (ARRA).  With his knowledge of government operations and processes, he led the development of an ARRA grant tracking solution, which was provided to governments and non-profits at no or minimal licensing costs.  Many state, county, and city governments implemented that solution and continue to leverage it today to manage all of their grants.  

Mr. Cavallo is a highly desired IT industry speaker and has received many technology recognition awards throughout his career.  In addition to the awards he received at OPM and SBA, he received seven major customer service awards while at Microsoft, and he received his first Federal 100 award as the IT Director of the Corporation for National Service for consolidating three separate organizations into the new federal agency.  

Mr. Cavallo’s career has been almost evenly split between the public and private sectors, always driven by his passion to leverage the latest technologies to improve the delivery of government services to citizens. 

Mr. Cavallo received a Bachelor of Arts degree from the University of Michigan.

Mr. Rodney Davis currently serves as the Acting Deputy Program Executive  Officer, Aviation. His assignments prior to that were as the PEO Aviation Chief of Staff and Deputy Project Manager for the Cargo Helicopters Project  Office. He is a retired Army Aviator and Acquisition Officer. 

Mr. Davis received his commission from the United States Military Academy in  1990 as an Aviation Officer. After completing the Aviation Officer Basic Course  and the U.S. Army Rotary Wing Aviator Course in 1991, he was assigned as the  Aero Weapons Platoon Leader in Charlie Troop, 3rd Squadron, 17th Cavalry,  10th Mountain Division at Fort Drum, New York with service in Somalia. After attending the Aviation  

Officer Advanced Course and Aviation Maintenance Officer Course from 1994 into 1995, he was assigned  as the Company Commander for B Company, 1st Battalion (Attack), 2nd Aviation Regiment, 2nd Infantry  Division in South Korea. Upon completion of this tour, he was assigned as the Chief of the Material and  Systems Management Branch, Aircraft Logistics Management Division, Directorate of Logistics, United  States Army Aviation Center at Fort Rucker, AL. In 2001, he was assigned as a Contracting Officer for  the Tulsa District United States Army Corps of Engineers, where he deployed to Kuwait as part of the  Restore Iraqi Oil mission in 2003. In 2004, he was assigned as the Comanche Program Integrator for  DCMA Boeing Philadelphia supporting the Comanche Termination and was deployed to Iraq as an  Administrative Contracting Officer in support of the First Marine Expeditionary Force. Following his  deployment, he was assigned to DCMA Huntsville where he led the Future Combat System team and  deployed to Afghanistan as an Administrative Contracting Officer supporting the Combined Forces  Command, Afghanistan headquarters in Kabul. Upon his return, Mr. Davis served as the Program  Integrator for the UH-72A Lakota. In 2007, he was assigned to PM Cargo as the Assistant Product  Manager for Product Improvement and Foreign Military Sales until his retirement in 2010. Upon his  retirement, he was selected to become the Deputy Product Manager for Cargo Modernization and  remained in that positon until Jan 2017. 

Mr. Davis holds a Bachelor’s of Science Degree in Economics from the United States Military Academy  and a Master’s of Business Administration from the University of Virginia. He is also a graduate of the  Command & General Staff College and is Level III certified in Program Management and Contracting. He  completed the Program Manager’s Course in 2012. 

Mr. Davis and his wife have two daughters.

Maya Israni is the Director of Engineering at the United States Digital Service (USDS). She leads the team of ~60 engineers and data scientists, who work across about a dozen  federal agencies to improve government programs and services through technology.  Before stepping into this role, Maya led USDS's team at the United States Department of  Agriculture’s Food and Nutrition Service; there, her team focused on improving the service delivery of nutrition safety net programs, including WIC and SNAP. Prior to USDS, Maya was a senior software engineer on Facebook’s integrity and privacy teams where she led the development of internal platforms used to support privacy, civic integrity, counterterrorism, and child safety efforts. She graduated from Stanford University with a B.S. in Computer Science with a focus on Human Computer Interaction.

Charles Worthington is currently serving as the Chief Technology Officer at the U.S. Department of Veterans Affairs, where he is working to improve the experience Veterans have when interacting with VA online. Since joining VA in May 2017, he has guided VA’s Digital Modernization initiative. His efforts include the development of the agency’s Digital Strategy, supporting VA’s adoption of commercial cloud infrastructure, and supporting the development Vets.gov – VA’s modern customer-facing platform.

Prior to joining VA in May 2017, Charles helped create the U.S. Digital Service, a team of world-class developers, designers and product experts serving tours of duty in the Federal government to use design and technology to deliver better services to the American people. Charles is the co-author of the Digital Services Playbook (https://playbook.cio.gov) and has executed digital service engagements at USCIS, SBA, DOT, and Interior. Before his Federal government service, Charles built products for private sector clients and was a strategy consultant in the tech & telecom sectors. Charles holds a B.A. from Harvard University.

  • Involved deeply in M&A in each of his roles, including leading the acquisition of a cyber security division of a publicly traded technology firm 
  • Developed the architecture for DoD Armed forces Radio and Television Network’s streaming services 
  • Led teams in streamlining order processing for GSA EIS contract award 
  • Developed approach for first SaaS platform to support Virginia Lottery business intelligence requirements
  • Created the public safety outsourcing practice focusing on municipal video surveillance and analytics
  • Developed IT infrastructure business in the Arabian Gulf for expanding government and global enterprise requirements 
  • Shaped the AI/ML professional services alliance for the AWS telecom vertical  
  • Built private equity technical assessments and program management advisory services focused on PE firms with more than $10B under management
  • Launched 5G technology startups that are creating new platforms leveraging the latest AI/ML tools
  • Structured investors and technical teams for undersea cable feasibility studies between The Gulf and Eastern Africa 

 

Mr. Jeter has a Bachelor of Science in Systems Analysis and a Bachelor of Arts in Communications from Taylor University in Indiana. He also serves on the Board of Directors at Manasquan Bank in New Jersey.
