Jonathan Alboum is the Federal CTO at ServiceNow. In this role, Jonathan works with federal agencies to deliver digital workflows that create great experiences and unlock productivity.             

Before joining ServiceNow, Jonathan held a variety of senior executive positions in the federal government. His federal government tenure includes serving as the Chief Information Officerfor the U.S. Department of Agriculture, where he led the development of USDA’s ITModernization strategy, including Cloud computing, network modernization, and enhanced information security protections for a $3 billion annual technology spend. In addition, he servedas a leader in USDA’s Acquisition community, supporting the oversight, assessment, andstrategic planning of an acquisition portfolio of more than 70,000 awards, worth $6 billion annually.           

Jonathan also worked at GSA as the Associate CIO for Enterprise Governance and Planning andled the creation of GSA’s consolidated IT organization. He began his federal career at the USDA Food and Nutrition Service (FNS), where he served as Deputy CIO and CIO. Before joining government, he worked in management consulting.                

Jonathan holds a MS in the Management of Information Technology from the University ofVirginia’s McIntire School of Commerce and a BS in Systems Engineering from the University of Virginia’s School of Engineering and Applied Science

Over his 20 plus year career, Larry has held leadership, engineering,  and project management roles designing and implementing US  government solutions across Civilian, DoD and DIB  

sectors. Programs of record include Host Based Security System  (HBSS/ESS), Assured Compliance Assessment Solution (ACAS),  FirstNet and Continuous Diagnostics and Mitigation (CDM).  

In his current role leading CrowdStrike Federal engineering, Larry  continues a tradition of partnering with Federal agencies to adopt  new capabilities, reduce friction, and enhance operational  efficiency.  

Larry holds a BS degree from Syracuse University and resides in  Alexandria, VA with his wife and 3 children

Dr. Susan Coller Monarez is a globally recognized leader with more than 20 years of experience in health innovation. Throughout her career, Monarez has focused on understanding the critical challenges within the health ecosystem and the greatest opportunities for innovation to meet these challenges. Prior to serving as ARPA-H deputy director, Monarez led innovation at the Health Resources and Services Administration, focused on ethical use of AI/ML to support improved health outcomes, novel approaches to addressing social determinants of health, expanding access to behavioral health, ending the opioid epidemic, addressing health equity gaps in maternal and infant mortality, and improving the country’s organ donation and transplantation programs.

Monarez has also served at the White House as the assistant director for National Health Security and International Affairs in the Office of Science and Technology Policy and as the director of Medical Preparedness Policy on the National Security Council. In both White House roles, she led efforts to enhance the nation’s biomedical innovation capabilities including combating antibiotic resistant bacteria and MDR/XDR TB, expanding telehealth and remote patient monitoring, establishing safeguards to ensure personal health data privacy, and improving pandemic preparedness. Monarez led the development of several Presidential-level national strategies, action plans, and policy directives related to domestic and global health.

Monarez also served in leadership positions at the Homeland Security Advanced Research Projects Agency within the Department of Homeland Security and the Biomedical Advanced Research Projects Agency within HHS. In addition to leadership roles within the federal government, Monarez has served on numerous advisory panels, including for the National Academies of Science, the National Science Advisory Board for Biosecurity, and the Organization for Economic Cooperation and Development. Monarez has also served as the U.S. representative on several international cooperative initiatives including with the European Union, Canada, France, the Netherlands, and the United Kingdom in bilateral and multilateral engagements.

Monarez was a Science and Technology Policy fellow with the American Association for the Advancement of Science. Prior to government service, Monarez was a postdoctoral fellow and graduate student, respectively, at Stanford University and the University of Wisconsin, where she focused on technology development to prevent, diagnose, and treat infectious diseases with a focus on people living in low- and middle-income countries

Bill Reid is part of Google’s Office of the Chief Information Security Officer (CISO) to advise Google Cloud’s Health and Life Sciences customers on ways to achieve their business goals while adopting a high security bar.  

He most recently was CISO and VP for National Resilience, a bio-manufacturing company, where he established and ran the Security (Physical, IT, and OT), Privacy, and Compliance organizations.   

Before Resilience, Bill was the CISO for Amazon Care, a telehealth and in-person care organization established by AWS.  He built the security and privacy team as part of the launch of the service.  Also at AWS, Bill led the AWS Security Solution Architecture team, working with the company’s enterprise customers, and co-led the global security community of practice.

Earlier, Bill held various CISO roles at healthcare technology and medical device companies.  He was also at Microsoft, where he ran a Microsoft Consulting Services payer and provider practice, was part of the Trustworthy Computing initiative, and was Director of Product Management for Microsoft Health Solutions Group, working on products like HealthVault and a joint development project with the Mayo Clinic.   He began his career in healthcare administration at Group Health Cooperative (now Kaiser) where he served in a number of clinical and financial management roles.

Beth Ripley, MD, PhD, serves as the Acting Director for OHIL where she oversees strategic operations to advance innovation efforts across VHA. She is a leader in the expansion of 3D printing technology capabilities and applications across VHA and serves as the Enterprise Lead for the VHA 3D Printing Network Initiative, Director for VA Ventures, and Chair for the VHA 3D Printing Advisory Committee. Dr. Ripley collaborates with talented and diverse staff throughout the VA system, experts across federal agencies, and industry partners to improve the delivery of personalized healthcare solutions for Veterans through 3D printing solutions. Dr. Ripley is a staff radiologist at the Seattle Division of the VA Puget Sound Health Care System and an Assistant Professor of Radiology at the University of Washington School of Medicine. She received her bachelor's degree in Art History from Stanford University and her MD and PhD in Neurosciences from University of California, San Diego School of Medicine. She completed radiology residency training and a cardiovascular imaging fellowship at Brigham and Women's Hospital, Harvard Medical School, and a body imaging fellowship at the University of Washington

Avinash Shanbhag serves as the Executive Director of the Office of Technology in the Office of National Coordinator for Health IT, Dept. of Health and Human Services. In this role, he advises the National Coordinator and the Deputy National Coordinator on health information technology matters, provides executive direction and control over ONC’s technology portfolio, and fosters health information innovation.

Avinash oversees coordination with federal agencies and industry stakeholders for advancing health information technology interoperability for improved health care delivery. He leads ONC’s standards coordination activities with all the health IT standards development organizations, including administration of the ONC Health IT Certification Program, the Certified Health IT Product Lists and the certification testing tools.

He has over 25 years of experience in developing enterprise software systems and managing large scale distributed software systems for healthcare industry.

Throughout his over 10-year career with ONC, Avinash has led variety of technology positions, including serving as the Deputy Director of the Office of Technology, Director of the Testing Division and the Director of the Nationwide Health Information Network. During his tenure, he led the creation of the ONC testing and utilities platform to support health IT developers and developed long term vision for nationwide health information network, and successfully transitioned the operations of the network into “eHealth Exchange”.

Prior to joining ONC, Avinash served as the Director of Core Infrastructure, at the Center for Biomedical Informatics and Information Technology, at the National Cancer Institute. He was responsible for developing and operating the distributed network and semantic services used by all the NCI funded institutions to share research data in a privacy protective manner. 

Avinash started his career as a software developer and held management positions in several private companies.  

Mr. Shanbhag earned a Master’s degree in Chemical Engineering from University of Alberta, and a Master’s degree in Operations Research from University of Maryland. He also maintains a Service Oriented Architecture (SOA) Architect certificate and a certificate in Machine Learning from MIT Sloan School of Management
