Justine Bullock is the Sales Director of the Micro Focus sales team at Carahsoft. The Micro Focus team at Carahsoft supports an ecosystem of more than 250 reseller partners and 50 System Integrator partners who service Micro Focus throughout Public Sector. With over 11 years of experience, Justine has supported Micro Focus through multiple transitions: beginning with HP Software until HP transitioned its software business to Hewlett Packard Enterprise (HPE), through HPE’s divesture of their software portfolio to Micro Focus. Throughout these corporate transitions over the past decade, the Carahsoft team has remained a constant force of growth: expanding the sales and marketing team by more than 30 members and growing the business from a $40M business in 2011 to over $240M in 2022.
Justine’s specialties include integrating vendor sales and marketing teams to create campaigns that educate government customers on the latest and greatest technology, and ensuring government agencies at both the SLG and Federal level have access to contract vehicles that can accelerate consumption and adoption of this beneficial technology.
David Ellison

David is a Digital Transformation Executive with extensive experience across corporate, early-stage startups, and large public-sector and military organizations.
David recently completed an assignment as the Associate Commissioner for Digital Transformation at the Social Security Administration (SSA). There, he was the executive responsible for collaborating with agency business components and software engineering teams within the Office of Systems and for supporting the practical resolution of business needs through technology. David's teams developed and operated the public-facing online services that allow the American public to interact with the SSA to plan and manage their retirement and disability benefits across all life phases.
Earlier, David served as Product Development Director at IRS’s Office of Online Services, where he led omni-channel platform rollout. Before Federal service, David worked at AOL where he was responsible for integrating new online products with contact center support. David also retired as a Commander in the U.S. Navy, where his career centered on the Intelligence, Surveillance, and Reconnaissance disciplines, exercised through airborne and on-orbit platforms.
David holds degrees from the University of Pennsylvania and London Business School, and certificates from Harvard Kennedy School, U.S. Naval War College, and National Defense University.

Currently, Ms. Pavlik serves as the Chief for Data and Software Services within the Enterprise Cloud Management Agency under the Army CIO’s Office. In this position she supports the CReATE DevSecOps software environment for the Army, Cloud Cybersecurity modernization and automation, and cData efforts.
Previously, Ms. Pavlik served as the Chief Information Officer for PEO Soldier. In this position she supported the workforce and the Soldier with cloud technologies, cybersecurity innovation and modernization, enterprise data management strategy and analytics, and network operations. She also served as the Lead CIO for ASA ALT’s CIO Council.
Ms. Pavlik also held acquisition positions at PEO Enterprise Information Systems to include Deputy Technical Director for Army Leader Dashboard (now known as Army Vantage), Project Manager for the Enterprise Resource Planning Cloud Migration (GFEBS and AESIP), Deputy Knowledge Management Team Lead and Knowledge Management Specialist. Ms. Pavlik successfully led diverse teams to deliver enterprise process automations, data visualization capabilities, multiple cloud migrations to unclassified and classified environments and unified knowledge management in multiple areas.
In 2012, Ms. Pavlik earned her Master's degree in Information Systems Management from Strayer University. She also earned a Bachelor’s degree in Communication from the Edward R. Murrow School of Communication at Washington State University. Ms. Pavlik is a graduate of the Department of the Army’s Emerging Enterprise Leader program at University of Alabama Huntsville. She is also a member of the U.S. Army Acquisition Core.
Ms. Pavlik began her career in private industry producing national print, radio, and television campaigns for Fortune 500 companies, government agencies and non-profits with an average audience of 60 to 180 million.
Harrison Smith

Harrison Smith is Co-Director of the Internal Revenue Service (IRS) Enterprise Digitalization and Case Management Office. In this role, he spearheads IRS efforts to modernize systems, simplify business processes, and empower taxpayers and IRS employees to rapidly resolve issues in simplified digital environments.
Prior to this role, Harrison served as the Deputy Chief Procurement Officer in the IRS Office of the Chief Procurement Officer. He was responsible for all acquisition programs and over $2.6B in contract spending and 12,000 contract actions per year for equipment, supplies, and services for IRS and Treasury Departmental Offices.
Before joining the IRS, Harrison served as the Industry Liaison for the Department of Homeland Security (DHS). In this role, he was responsible for providing leadership and direction for DHS offices and outside officials for all aspects of the DHS industry engagement program. He also served as a principal advisor to the Chief Procurement Officer on matters relating to all aspects of procurement.
Harrison has over 15 years of operational procurement experience with various DHS offices and the Naval Sea Systems Command, including acting as the Contracting Officer for several multi-billion-dollar IT procurements. As the Director of the Enterprise Acquisitions Division with DHS, he was responsible for a portfolio of 25 strategically sourced contracts with a cumulative value of $68 billion. He has also worked in policy and strategic analysis positions on Capitol Hill and has supported the Special Assistant to the Secretary of the Navy for Business Initiatives and the Chief of Naval Operations Executive Panel under the auspices of the Presidential Management Fellows program.
Harrison was born in Virginia and currently resides in Alexandria with his wife and four children. He holds a B.A. in International Relations and an M.A. in US Foreign Policy from The American University, and an M.B.A. from George Washington University. Harrison brings a wealth of leadership, acquisition, and operational experience and a high standard of professionalism.
