Scott Beliveau is the Director of Enterprise Data Architecture and Chief of Enterprise Advanced Analytics in the Office of the Chief Technology Officer (OCTO) at the United States Patent and Trademark Office (USPTO). Mr. Beliveau began his career at the USPTO in 2002 as an Examiner in the Interactive Video Distribution art area (725). With an eye towards empowering public innovation and improving USPTO operations, he built the USPTO data platform comprising one of the largest collections of open innovation in the world. Mr. Beliveau also serves as co-Lead Product Owner of the USPTO’s Enterprise Data and Analytics product, overseeing business intelligence/analytical data services, AI efforts and continuing to shape White House and Department of Commerce strategic data policy.
Mr. Beliveau received his Bachelor of Science in Electrical Engineering from Brown University and his Masters of Business Administration from the University of Rhode Island. He lives in Alexandria VA, with his wife Rachel, his son Sam, and his loyal greyhound Fiona.

Mr. Dale is a Veteran Naval Aviator that began his civil service career with the Army’s Secretariat staff in 2012 with ASA(FM&C). On November 22nd 2020, Bakari was the Army’s first African American Data Scientist appointed to Senior Level Tier-1 (BGEN equivalent). Prior to his appointment he served as a GS-15 Principal Data Scientist in the Army’s Office of Business Transformation (OBT), Undersecretary of the Army from February 2020 to November 2020. On August 1st, 2020 he was selected to stand up the Office of Enterprise Data Analytics (EDA). He leads and operationalized the Army’s Deep Green (DG) Data Science (DS) & Artificial Intelligence (AI) Competition, the Army’s Community of Interest (COI) for DS & AI, the Army’s Headquarters Analytics Lab (HAL) and Business Health Metrics (BHM) for the Army Enterprise. He is responsible for planning and coordinating capability requirements for business enterprise data analytics including Artificial Intelligence (AI), Machine Learning (ML), and Data Science (DS). He also serves as the Senior Advisor with responsibility for advising the Chief Management Officer; OBT Director; and other staff elements relative to portfolio management and planning for AI/ML/DS capabilities.

Dr. Jared Dunnmon is the Technical Director for Artificial Intelligence & Machine Learning at the Defense Innovation Unit (DIU). In this role, he brings a technical perspective to problem curation, vendor sourcing and evaluation, and project execution.
Prior to DIU, Jared was an Intelligence Community Postdoctoral Fellow in Computer Science at Stanford University, where he was advised by Prof. Chris Ré. His research interests focus on combining heterogeneous data modalities, machine learning, and human domain expertise to inform and improve decision making around such topics as human health, energy & environment, and geopolitical stability. Jared has also worked to bridge the gap between technological development and effective deployment in a variety of contexts including foreign policy at the U.S. Senate Foreign Relations Committee, solar electrification at Offgrid Electric, cybersecurity at the Center for Strategic and International Studies, emerging technology investment at Draper Fisher Jurvetson, nuclear fusion modeling at the Oxford Mathematical Institute, and nonlinear energy harvesting at Duke University.
Jared holds a PhD from Stanford University (2017), a B.S. from Duke University, and both an MSc. in Mathematical Modeling and Scientific Computing and an M.B.A. from Oxford, where he studied as a Rhodes Scholar.

Steve Heibein is the US Federal Artificial Intelligence Lead for Hewlett Packard Enterprise. Before HPE, Steve served as CIO, CTO, or VP Engineering for 20 years at several tech and media companies. In these roles, he oversaw AI, machine learning, and data analytics projects in the areas of life science, fraud prevention, natural language processing, identity theft, cybersecurity, and energy forecasting.
Dan Hopkins

Dan Hopkins is Vice President, Global Public Sector at Eightfold AI. Dan is responsible for helping government leverage Artificial Intelligence to unlock better employment outcomes.
Prior to his role at Eightfold AI, Dan was VP of innovation at Apttus, where he was responsible in developing Artificial Intelligence and Blockchain solutions. His past management experience also includes a deployment to London where he oversaw the sales engineering team for Europe, the Middle East, and Africa.
Dan has also provided technology consulting and advisement for past US presidential campaigns, members of congress, and government agencies.
Dan has an undergraduate degree in political science, a master’s degree in information systems technology and is completing an MBA from Columbia University. He lives in Washington, DC.
Pamela Isom

Mrs. Pamela K. Isom serves as Director of the Artificial Intelligence and Technology Office (AITO) at the US Department of Energy.
Director Isom leads cross-departmental collaboration, and she is responsible AI risk management and innovations. She is the leader of the DOE AI Risk Management Playbook that guides stakeholders through scenarios and aligns with AI mitigations. She has extensive knowledge and experience using data science and emerging technologies to drive digital, transformative solutions, enabling DOE to fulfill its strategic goals. She is a recipient of the 2021 Federal 100 Awards for her exceptional contributions in the way information technology is used to advance vital government missions. Pamela is also a two-time recipient of the federal Gears of Government Award for her exceptional advancements in AI and geospatial data science at DOE, and a recipient of the InnovateIT: Modernization Innovation Leader Award for excellence in federal government IT modernization leadership. Mrs. Isom previously served as Deputy Chief Information Officer for the Architecture, Engineering, Technology and Innovation.
In 2015, Pamela joined the United States Patent and Trademark Office (USPTO) from the private sector and served as the Director of the Office of Application Engineering and Development. She has published a book, she is an inventor and has numerous articles, including the peer-reviewed article “IT Modernization in the Energy Sector to Mitigate Cyber Threats of our Critical Infrastructure.”
Director Isom holds a master’s degree in Information Systems Management from Walden University and a bachelor’s degree in Business Administration from Chaminade University of Honolulu.
Chandler McCann

Chandler McCann is the General Manager and Data Science Lead for Government Solutions at DataRobot. Here he leads his team to solve our nation’s hardest problems with innovative solutions with AI, ranging from reimagining federal hiring with AI, improving equity in the pandemic response with COVID, to recovering over a billion of dollars for the military. Prior to his role as GM, he led the east coast commercial data science practice, bringing the same drive for solving business problems with AI to bear with Fortune 50 companies in areas like anti-money laundering, demand forecasting, and loan default.
Chandler also serves as the Head of AI for Good at DataRobot. Chandler is committed to driving positive change with AI, and has traveled to South America and West Africa to lecture and lead projects on AI for Good, including working with the government of Sierra Leone to improve access to water with AI and as a liaison for the US State Department as a Water Data Expert in Liberia. Chandler has been featured on CNBC West Africa, Gartner and multiple podcasts and news outlets on AI.
Prior to DataRobot, Chandler led the analytics practice for a defense consulting firm in Washington DC, leading projects on the ground in Kuwait, Afghanistan and the Pentagon. He holds an MS in Information and Data Science from the University of California, Berkeley. He is married and lives in Washington, D.C.
Carol Smith

Carol Smith is a senior research scientist in human-machine interaction at the Carnegie Mellon University Software Engineering Institute (an FFRDC). She is also an adjunct instructor for CMU’s Human-Computer Interaction Institute. Carol has been conducting research to improve the human experience across industries for over 20 years and has been working to integrate ethics and improve experiences with AI systems, autonomous vehicles, and other emerging technologies since 2015. Carol is recognized globally as a leader in user experience, is an ACM Distinguished Speaker, an IEEE working group member for the P7008 Standard, and an editor for the Journal of Usability Studies. She has an M.S. in Human-Computer Interaction from DePaul University.
