Jon Boyens is the Deputy Chief of the Computer Security Division in the Information Technology Laboratory at the National Institute of Standards and Technology (NIST). His responsibilities include Cybersecurity Research and Development at NIST and Cybersecurity Standards and Guidelines for Federal Agency Security Programs. He also leads NIST’s Cyber Supply Chain Risk Management (C-SCRM) Program, helps develop and coordinate the Department of Commerce's cybersecurity policy among the Department’s bureaus, and represents the Department in the Administration’s interagency cybersecurity policy process. Boyens has worked on various White House-led initiatives, including those on trusted identities, botnets, the Cybersecurity Framework and Roadmap, telecommunications supply chain and, more recently, government-wide implementation of the Federal Acquisition Supply Chain Security Act. Since 2010, Boyens has conducted research to identify, evaluate and develop technologies, tools, techniques, practices, and standards needed to enable organizations to manage supply chain risk. Building on this research, he led a team to develop and issue a set of foundational, standardized, repeatable, and feasible practices to help organizations manage cyber supply chain risks to their organizations and systems. These practices were released in 2015 as NIST Special Publication 800-161, Supply Chain Risk Management Practices for Federal Information Systems and Organizations. Continuing on this line, Boyens has since released research and findings on criticality analysis, industry key practices for Cyber SCRM, supplier interdependency and impact analysis, and is currently in the process of updating SP 800-161.

Tony Celeste, Executive Director and General Manager, Ingram Micro Public Sector As the Executive Director and General Manager, Tony is responsible for leading all aspects of Ingram Micro's public sector business from strategy to profitable execution and growth, including overseeing operations of Promark Technology Inc. He is actively engaged in developing approaches to diversify the IT solutions portfolio for federal, state, and local agencies, and education markets impacted by the need for digital transformation. He directs the efforts of a dedicated team of IT professionals including business development, sales, marketing, contracts, service management, engineering, and solution architects. Tony has extensive experience in the public sector with over three decades of delivering mission enabling IT solutions to the market along with more than two decades of leading and building high performing teams in the space. During his career, Tony held senior sales leadership positions with technology manufacturers, a system integrator, and value-added resellers. His notable list of companies includes Jeskell Systems, Brocade Communications, Iron Bow Technologies (formerly Apptis), Xiotech, Silicon Graphics, and Digital Equipment Corporation. He brings a wealth of IT industry diversity to the Ingram Micro team. He has led Joint Venture and Small Business Mentor Protégé' Program initiatives. He has established and administered the company's corporate security office under the National Industrial Security Program. Tony is actively engaged in government affairs and has personally championed efforts to drive IT acquisition reforms in government. Tony holds a Bachelor of Science, Business & Management from the University of Maryland, has served on the board of directors for Armor Designs, Inc. and is active in several industry associations including: • The Coalition for Government Procurement (CGP) • American Council for Technology (ACT) – Industry Advisory Council (IAC) and is a former ACT-IAC Executive Advisory Council Member • Armed Forces Communications and Electronics Association (AFCEA)

Robert “Diesel” Salvia is the Director of Program Management at Fortress Information Security government solutions. In his role at Fortress, Robert is responsible for providing and executing cyber supply chain risk management solutions for DoD and other government agencies. Robert has coordinated efforts across DOD, Federal Agencies and Industry to secure the supply chain of critical systems for DOD and Government platforms and systems. As a retired senior Naval officer with over 24 years of experience, Robert is a recognized expert in DoD, weapon systems and platform cyber resiliency solutions. Robert brings a unique skill set including operational experience, expertise in cyber supply chain risk management for weapon systems, and a strong program management and engineering background to the execution of complex cyber solutions. Robert served as the Deputy Director for the NAVAIR CYBERSAFE program. In this role he developed policies, standards, and instructions at the highest levels for the execution of the Navy’s CYBERSAFE program, as well as developed tools and provided hands on support for the certification of NAVAIRs weapon systems and platforms. Along this effort, Robert was influential in coordinating and integrating efforts across industry, DoD and other government agencies, in developing and implementing Cyber SCRM policies and standards for the Navy. Robert also served as the Military Deputy for Cross Warfare Programs at the Naval Warfare Center Training Systems Division (NAWCTSD). In this position he had direct oversight of more than 72 projects with a total value of $1.7B providing research, development, acquisition and logistics sustainment of training systems and mobile learning solutions for the Navy. He was the Lead for the Navy's Ready Relevant Learning initiative delivering training across multiple platforms increasing readiness and reducing training time. Robert is a member of the Information and Communications Technology (ICT) Supply Chain Risk Management (SCRM) Task Force, as well as the Military Cyber Professionals Association (MCPA). Robert has been invited to speak on supply chain security in numerous forums to include the President's National Security Telecommunications Advisory Committee (NSTAC) Software Assurance Subcommittee. Robert holds bachelors and masters degrees in Aerospace and Aeronautical Engineering as well as professional certifications, including Project Management Professional (PMP), Certified Information Systems Security Professional (CISSP), Cyber Maturity Model Certification (CMMC) Registered Practitioner, and Certified Ethical Hacker (CEH).

Kanitra Tyler walked through NASA’s doors more than two decades ago as a young student, and since then has become one of the most highly regarded leaders at Goddard Space Flight Center (GSFC) and the Agency. An expert in network security and cybersecurity policy, she is highly sought after for her expansive depth of knowledge. She is an informed voice and valued contributor at any table at which she takes a seat. With an unmatched reputation for transforming organizations through process and people, Kanitra is a passionate advocate for collaboration, and, in every role she assumes, proves that partnerships are what move missions forward. Over the course of her constantly evolving career, Kanitra has held a number of roles, including the GSFC Deputy Chief Information Security Officer and Program Manager of the inaugural IT Security Change Management team. In 2018, she was tapped to lead the Agency’s Information and Communications Technology (ICT) Supply Chain Risk Management (SCRM) Service. She has bought her full breadth of experience to the position, including a proven track record for successfully leading dynamic teams. Ms. Joanne Woytek is the Program Director for the NASA SEWP Program. Ms. Woytek manages the strategic direction, planning and day-to-day operations of SEWP - a premier Government-Wide Acquisition Contract (GWAC) providing Federal Agencies access to the latest in Information & Communication Technology solutions. Ms. Woytek is a 40+ year veteran at NASA. From SEWP’s inception, over twenty-five years ago, through to the present, Ms. Woytek continues to be the key figure in the continuing evolution of the program. Ms. Woytek is an ACT/IAC Fellow and Board member, an active member of the National Contract Management Association (NCMA), and Elected Customer Member Representative for The Open Group Governing Board. A few of the many awards Ms. Woytek has received while serving as Program Manager are the Acquisition Improvement Award, Customer Service Excellence Award, Group Achievement Award, The 2020 and 2016 Federal 100 Award. Coalition for Government Procurement’s 2014 Lifetime Acquisition Excellence Award, MAGIC 2013 Acquisition Excellence Award, and the Government Industry Cooperation Award. Prior to SEWP, Ms. Woytek supported NASA’s scientific missions focused on systems administration, database management, and user application programming.
Renee Wynn

Reneé Wynn is the Former NASA Chief Information Officer. Wynn joined NASA in July 2015 as the Deputy Chief Information Officer. She came to NASA from the Environmental Protection Agency where she had served as the Acting Assistant Administrator for the Office of Environmental Information since July 2013. Ms. Wynn has a long career in the federal government. She had been with EPA for more than 24 years, and joined the Office of Environmental Information in April 2011. Beyond the experience she gained since joining the information management and technology arm of the Agency, Ms. Wynn served in EPA’s Office of Solid Waste and Emergency Response and the Office of Enforcement and Compliance Assurance. Ms. Wynn has managed program administration for science, information management, and international programs; regulatory management; budget formulation and execution; contracts, grants and interagency agreements; long term strategic planning and analyses; and environmental and administrative policy. Ms. Wynn holds a Bachelor of Arts in Economics from DePauw University, Indiana.

David Peters was selected as Associate Chief Information Officer (ACIO) of USDA OCIO’s DISC organization in October 2020. In this role, David leads all enterprise hosting/cloud, network services, and enterprise applications solutions development. Prior to joining USDA, David served as the Deputy Executive Director, GSA Centers of Excellence (CoE) where he led all engagement operations from concept to completion. Under David’s leadership, the CoE initiative doubled in agency engagements and also increased both staff and business volume by 50%. David joined the GSA Technology Transformation Service (TTS) Centers of Excellence in November 2018 and led the CoE lighthouse engagement with the Department of Agriculture (USDA). In this role, David led six IT Modernization teams comprised of 150 staff, contractors, and USDA detailees to drive enterprise transformation via cloud adoption, data analytics, contact center consolidation, and increased customer experience management. The CoE initiative was launched with the sponsorship of the Office of American Innovation (OAI). Prior to TTS, David split his career between government and private sector where he led multiple solutions development and solutions management/marketing teams. In an earlier position at GSA, David led telecommunication supplier engagement responsible for $3.5 billion annual in federal government purchases. As the leader of GSA’s Enterprise Mobility program and FSSI-Wireless, David was the Federal Government’s first Mobile Category Manager and was a 2014 Federal 100 award winner. David joined GSA in 2010 after spending nearly 14 years with Verizon and AT&T, where he led industry solution development, sales teams, and government marketing teams. David leverages his extensive commercial background in his approach to program development and management where customer-engagement is the most critical ingredient for success. David also served on the board for the Washington DC/Federal Government Chapter of the Independent Telecommunications Pioneers Association (ITPA) from 2015-2019 and received the 2018 ITPA Federal Government Excellence award. David has an MBA with concentrations in marketing and information systems from Penn State and a B.S. in Mechanical Engineering from the University of Pittsburgh. He lives in Fairfax Station, Virginia, with his wife and three sons and enjoys coaching baseball and basketball while also serving on the Board of Directors for Fairfax Little League.

Actively engaged in standards bodies (ATIS 5G Supply Chain, oneM2M, IEEE SA) and public-private fora (Federal Mobility Group, ATARC) to represent federal sponsor equities, collaborate with telecom industry partners, and promote solutions and practices that are tailored for tomorrow's national security challenges.
