Don Bauer

Donald Bauer is a Federal Senior Executive serving as Chief Technology Officer for Global Talent Management (HR) at the Department of State. Don is a former Navy Chief and Surface Warfare Officer. A Computer Scientist by trade, Don has spent the last 25 years developing software for the government including an emergency de-orbit program for the space shuttle and satellite automation for NASA and other government’s space agencies. In 1999 he co-founded QuickHire, the first commercial on-line job system for the Federal Government which was acquired by Monster.com in 2003. In 2006 he transitioned to a federal employee with US Customs and Border Protection leading a team to implement HR case management and led the technology efforts to hire over 5000 border patrol agents in a single year. In 2010, he served as Enterprise Technical Operations Director at DHS HQ under the Chief Human Capital Officer, responsible for Information Assurance, 508 compliance (accessibility) and Information Technology Acquisition Review (ITAR). Don left Federal service in 2011 and served in the private sector doing Freedom of Information Act (FOIA) Systems, Senior HR Advisor contracting, HR IT Assessments and Program management for enterprise HR platform implementations. Don joined the Department of State in September 2016 as Systems Oversight Division Chief, moved to Systems Development Division Chief in May of 2017 and was promoted to the newly created CTO position in March 2020. He is the investment manager for Global Talent Management, manages an IT budget of ~$60M, and leads a team of 350 professionals maintaining two ERP platforms and a suite of 70 applications in service of the State Department's 78,000 employees domestic and abroad. Don is currently engaged in a multi-year modernization effort with heavy emphasis on usability, user experience, cloud transition and cyber hygiene. Don lives in Manassas, VA and enjoys cooking, camping, and hanging with his 5yr old grandson.

Kristy Daphnis is a Senior Executive in the Office of Performance and Personnel Management at the U.S. Office of Management and Budget (OMB), serving as the Branch Chief of the Federal Workforce Branch. The Federal Workforce Branch is focused on civil service reforms, the future of work, employee engagement, and effective management of the Federal workforce - comprised of over 2.1 million employees. Complementary to these priorities, she co-leads implementation of Priority 1 of the President’s Management Agenda (Strengthening and Empowering the Federal Workforce); supports the Safer Federal Workforce Taskforce by providing government-wide guidance on Federal agency COVID-19 operations; and, helps lead implementation of Executive Order 14035: Diversity, Equity, Inclusion, and Accessibility in the Federal Workforce. Collectively, the work of Kristy’s team involves collaboration with the U.S. Office of Personnel Management and General Services Administration agency leadership teams, and engagement with senior leaders and executives from agencies across the Government.
In her nearly-20-year career at OMB, Kristy has worked on a variety of government management topics including human capital and strategic workforce management, information security policy, health information technology, legislative review, and regulatory review and reform. Kristy began her career as a Presidential Management Fellow in the Justice Management Division at the U.S. Department of Justice in 2002, after receiving her B.A. and B.S. from Michigan State University and her Master of Public Health from the University of Michigan School of Public Health. She also holds a certificate in Executive Leadership from American University’s School of Public Affairs.
In her free time, Kristy is an active volunteer and advocate in the areas of transportation equity and safety, youth education and engagement, and community development. She initiated development of the Montgomery County Chapter of Families for Safe Streets, has successfully advocated for several state and county laws to improve road safety, and received both the 2020 Washington Area Bicyclist Association’s “Heart and Soul” Award and the 2019 Montgomery County Civic Federation’s “Sentinel” Award. She enjoys spending time with her family, and participating in various activities with the Girl Scout Troop she leads. Kristy resides just outside of Washington, D.C., in Wheaton, Maryland, with her husband and their two children.

Karen Wetzel joined the National Initiative for Cybersecurity Education (NICE) as Manager of the NICE Framework in October 2020. As a common, consistent lexicon that categorizes and describes cybersecurity work, the NICE Framework improves communication about how to identify, recruit, develop, and retain cybersecurity talent. Karen specializes in identifying, communicating, and developing guidance around key issues, emerging trends, and opportunities of special interest. Prior to joining NICE, Karen was Director of the Community Groups and Working Groups programs at EDUCAUSE and served as Standards Program Manager for the National Information Standards Organization (NISO).
