This presentation will discuss the Secretary of the Army’s goal for the service to become more data centric. Earlier this month, Secretary Wormuth released six objectives to help guide the Army into the future—one of which was ensuring the Army becomes more data-centric and can conduct operations in contested environments. This new capability will allow the Army to embrace emerging technologies and become a more effective and efficient force that can project power in cyberspace and defend networks, weapons, and data from cyber threats.

The old saying, “make new friends, but keep the old. One is silver and the other gold,” can be applied to how we work with data. Agencies need to make the most of the legacy investments in the technology and systems that hold troves of valuable data. At the same time, those agencies are looking to (and being asked to) move to a more anticipatory style of service – seeing citizens as customers and meeting their expectations for personalized and efficient service. This session will discuss how to make data available to new AI and Machine Learning technologies to power decision making with contextual insights that are hidden in current data stores.

The Army’s Software Factory allows soldiers and civilians to develop software with
maximum autonomy at the edges of the battlefield. The chief data officer of the
organization will discuss how it the process has evolved and allows changes from the
inside. He will also look at how this new process has led to a robust data-driven culture,
while ensuring it protects data governance and compliance—without slowing down the
speed of innovation.

This presentation will explore the interrelation between data governance, portfolio management, Federal Zero Trust Strategy and cyber security. Santucci will discuss the fundamentals of application rationalization and show how this process gives agencies a more complete understanding of their data and application inventories and allows them to better manage the components of a secure, Zero Trust-architected environment.

To meet the demand for data in today's world, architects should be aware of the 3 pillars of core capabilities that should underpin the platform you choose to implement your data strategy. In this session, we will discuss these three pillars, including ubiquitous access to data through reusable connectors, the ability to easily orchestrate data across multiple channels, and finally, the ability to declaratively secure data flows end-to-end to keep up with evolving security standards and requirements.  By focusing on these three pillars, customers are achieving demonstrable value from a unified platform approach.

The CTO will discuss his three key focus areas-- emerging technologies, an enterprise data platform and an enterprise architecture to meet all DOL agencies’ needs. He will speak to the cultural shift to technologically integrate data services, the formulation of modernizing a data platform and the integration of data in a way that creates greater insights across the organization.

Government missions are not static, but continuously in motion, handling the now.  Relying solely on the traditional model of data stores, filled with data at rest, where the data is passive is insufficient for the demands of modern government.  Perhaps the most common characteristic of highly successful organizations today is that they are powered by data.  A key enabler of this has been the emergence of data in motion architectures over the past 20 years.  In this session, we will explain what a data in motion architecture is, examine concrete examples, and talk about how it enables government missions to operate at the speed of their data.

Representatives from USCIS will discuss the importance of data governance and standards to drive data-driven operations and decision-making within and across federal agencies. The USCIS Office of the Chief Data Officer (OCDO) leaders will provide an overview of data sharing efforts and IT solutions that have resulted in greater interagency operational efficiency and planning for various initiatives. Specific examples will include RPA (Robotic Process Automation), machine learning and artificial intelligence, modeling, and entity resolution.

DHS DCOD Carlene Ileto will discuss how DHS is more efficiently and effectively using data through an enhanced data governance structure, data sharing, and data interoperability. Ms. Ileto will also touch on how data domains are being leveraged to directly impact the mission; specifically in responding to natural disasters, cyber breaches, the Southwest Border, Afghanistan evacuees, and family reunification.
